Is the Palestinian Authority using donor money to glorify terrorists – in Syria? - Ephraim D. Tepler, Itamar Marcus

[W]here does the PA's money really go?

The Palestinian Authority is once again demanding massive financial aid, with Mahmoud Abbas' senior advisor claiming that it urgently needs 200 million dollars. This comes even after the European Union has already given the Palestinians 220 million euros in 2025 alone.

But where does the PA's money really go?

In addition to its infamous "Pay-for-Slay" program—rewarding terrorists who are imprisoned for murdering Israelis, the PA is now spending funds to glorify dead terrorist leaders by renovating and expanding their graves.

Even more outrageous, the project isn't inside PA-controlled territory. The site being renovated is the so-called "Martyrs' Cemetery" – located not in Ramallah or Jenin, but in Syria.

Among those whose graves are being honored and refurbished are some of the most notorious Palestinian terrorists:

  • Abu Jihad (Khalil Al-Wazir) – founder of Fatah, responsible for the murder of 125 people;
  • Abu Al-Abbas – mastermind of the Achille Lauro hijacking, during which wheelchair-bound Leon Klinghoffer was shot, killed, and thrown overboard;
  • Fathi Shaqaqi – founder of Islamic Jihad.

The PA proudly broadcasts its involvement, even showing close-up footage of Abu Jihad's gravestone bearing the inscription "the prince of the Martyrs":

Text on grave: "The Prince of the Martyrs, Martyr leader ‘Abu Jihad' …"

Official PA TV host: "You spoke about Martyrs' Cemetery... and about President Mahmoud Abbas' concern for this cemetery where, of course, great leaders are buried…"

PLO Executive Committee member and Head of the PLO Department of Refugee Affairs Ahmad Abu Houli: "Particularly the great leaders such as 'Abu Jihad,' Saidam 'Abu Sabri' (i.e., Fatah terror commander), 'Abu Al-Walid' (i.e., Fatah terror leader), Muhammad Abbas 'Abu Al-Abbas,' Fathi Shaqaqi (founder of Islamic Jihad), Ramadan Shalah (former Islamic Jihad Secretary-General), and a long list of many [other] leaders… They have a glorious history… We made a decision, under the president's instructions, to immediately renovate Martyrs' Cemetery... and to expand and renovate the gravestones… Allow me to thank His Excellency President [Abbas] for this trust and also [Chairman of] the Palestine National Fund Dr. Ramzi Khouri, who also initiated this process and transferred payment to us, in addition to payment from the Department of Refugee Affairs."

Israel designated the Palestine National Fund as a terror organization after Palestinian Media Watch documented that the PA uses it to transfer money for terrorist salaries. Now it is being used to transfer funds to Syria to honor Palestinian terrorists buried there.

While the PA is unable to pay its employees their full salaries, paying only 50%-60% in recent months, it continues to spend its budget to reward murderers and glorify terrorists. The PA unabashedly prioritizes terror and terrorists even as it begs the world for more money, claiming it is undergoing reform. Until the international community demands real reform by first and foremost having the PA distance itself from all promotion of terror, every new donation to the Palestinian Authority risks financing not peace but the perpetuation of terror.
