Immigration Law Enforcement Is Not About Xenophobia But Common Sense - Michael Cutler

Clinton and Sanders promote security for themselves -- but not ordinary Americans.


Time and again throughout their campaigns for the presidency, Hillary Clinton and Bernie Sanders have accused those who want our borders to be secured and our immigration laws enforced of being racists and xenophobes.

Recently, Hillary Clinton made a remark about the need to not build walls but build bridges.

Both candidates seek to reside in what is arguably the most fortified house in the United States: the White House.  The White House has tall steel fences and gates and is protected by a phalanx of highly trained, highly skilled and heavily armed Secret Service agents.

On those extremely rare occasions when intruders have managed to breach the ring of security around the White House, news organizations promptly made those events the lead story for their newspapers and programs.

However, it is not very likely that either Bernie or Hillary would suggest removing any of the essential security assets employed by the Secret Service to provide protection and security for the occupants of the White House. 

Our nation's borders and immigration laws are similarly supposed to provide safety and security for America and Americans.  Yet Sanders and Clinton mock calls to protect our nation.

Our immigration laws are completely and utterly blind as to race, religion and ethnicity and only make one distinction -- the distinction between United States citizens and foreign nationals (aliens).

I began my thirty-year career with the former INS (Immigration and Naturalization Service) as an Immigration Inspector assigned to John F. Kennedy International Airport in New York.  I remained in that position for about four years before I moved on to becoming an INS Special Agent.  

Our immigration laws were the absolute guide that determined whether or not to admit an alien into the United States.  We conducted the inspection to make certain that aliens did not belong to one or more classes of aliens who are statutorily excludible and that they will likely not violate the terms of their admission.  

Title 8 U.S. Code § 1182 - Inadmissible aliens enumerates the categories of aliens who are to be excluded from the United States.  Among these categories are aliens who were previously deported (removed), aliens who suffer from dangerous communicable diseases or are severely mentally ill and prone to violence, and aliens who are criminals, spies, war criminals, human rights violators or terrorists.  Additionally excluded are aliens who would likely become public charges or work illegally, thereby displacing and suppressing the wages of American workers and lawful immigrant workers.

When an alien appears to be excludible, the inspector at the port of entry may detain that alien and hold him/her for an appearance before an immigration judge, who may admit or exclude that alien.

Alternatively, the alien may simply withdraw his application for admission and either turn around at a land border port or depart on the first available airline flight at an international airport.

Every year thousands of innocent people -- both Americans and members of various ethnic immigrant communities -- are killed by criminal aliens. Indeed, members of ethnic immigrant communities are most likely to be killed, threatened or assaulted by transnational criminals of the same ethnicity.  This is because these criminals live within the ethnic immigrant communities in which they are most comfortable and not likely to stand out.

This is true of every ethnicity.  Human nature is human nature.  Every race, religion and ethnicity has members that constitute “the good, the bad and the ugly.”

The President of the United States is the Commander-in-Chief of our armed forces.  The primary mission of our armed forces is to keep America's enemies as far from our shores as possible.  The U.S. Navy has been running some really impressive television commercials.

One particularly stirring commercial known as “The Shield” uses the line, “In order to get to you, they have to get through us.”

I am a huge fan of the valiant and dedicated members of all of the branches of our military.  There is no doubt that our military is the finest in the world.  

However, on September 11, 2001 just 19 terrorists, most barely out of their teens, inflicted more casualties on the United States than did the entire Japanese Navy on December 7, 1941.

The terrorists did not need warships, fighter planes, bombers or tanks to launch this horrific attack on the United States mainland.  They just needed passports and airline tickets.


The President of the United States is also the Commander-in-Chief of all federal law enforcement officers.  The Attorney General is the highest law enforcement officer of the United States.

Failures to secure our borders enable a record quantity of heroin and cocaine to enter the United States and destroy the lives of increasing numbers of Americans -- especially our children.  The antidote to heroin overdoses is now being provided to public school nurses.

On November 1, 2015 CBS's “60 Minutes” broadcast a disturbing report, Heroin in the Heartland: The faces of heroin include the young, middle-to-upper class and suburban. What was once thought of as an inner-city problem is now a national epidemic.

For all of the talk about the need to reduce violence, especially gun violence, the fact of the matter is that directly and indirectly the drug trade and drug use account for more violence than any other factor.  Hundreds of thousands of gang members have set up shop in just about every town and city.  Many of these gang members are from foreign countries, and not only Latin Americn. Most engage in the drug trade.

The Russian mob, Asian organized crime groups and gangs, Caribbean drug posses, Middle Eastern and European criminal organizations engage in murder, drug trafficking, gun running, extortion, prostitution and other crimes.  The proceeds fund criminal and terrorist organizations.

When transnational criminal organizations move drugs into a community they also move their gang members into that community.  I compare their operations to a car dealership.  In order to sell cars a dealership establishes a physical building and then hires sales personnel, mechanics, accountants, loan officers and others.

Drug trafficking organizations (DTOs) need smugglers, people in the United States to distribute the drugs locally and enforcers to intimidate and, if necessary, kill those who compete with them or cooperate with law enforcement.  They also need those who are skilled at moving the proceeds of the drug trade back to their home country.

Invariably the key players are aliens.  The cartel leaders put people in key positions that they trust --  people they have known for a long time and people whose family members are readily accessible.  If anyone defies the bosses, skims money or otherwise acts against the orders that they are given, family members “pay the price.”  This helps to “persuade” members of the DTO to comply with their orders 100% of the time.  Make no mistake, the drug trade is one of the most violent and brutal of all criminal enterprises.  Cartel violence is intentionally as brutal and horrific as possible, using tactics that could come out of terrorist handbooks.  The goal is total compliance.

Because aliens are key players in the drug trade, immigration law enforcement could and should be the biggest weapon against the drug trade in the law enforcement arsenal.

Additionally, flooding America with unlimited numbers of foreign workers who are willing to work for substandard wages under substandard conditions undermines the wages and working conditions of American and lawful immigrant workers.  This is precisely why the wages of many American workers, including highly educated workers, are actually in decline.  On October 12, 2015 FrontPage Magazine published my article, “Immigration and the Wage Race to the Bottom.”

In point of fact, consider that one of President Barack Obama's recent State of the Union Addresses included this paragraph that largely went unnoticed by the media:


But there should be other ways parties can work together to improve economic security. Say a hardworking American loses his job -- we shouldn’t just make sure that he can get unemployment insurance; we should make sure that program encourages him to retrain for a business that’s ready to hire him. If that new job doesn’t pay as much, there should be a system of wage insurance in place so that he can still pay his bills. And even if he’s going from job to job, he should still be able to save for retirement and take his savings with him. That’s the way we make the new economy work better for everybody.

Clearly Obama expects that even after displaced American workers are retrained, wages for those hapless Americans will decline in his “new economy.”

Obama's proposed “Wage insurance” would greatly increase the number of Americans who, through no fault of their own, would become literally and figuratively indebted to the federal government.

Yet not a single eyebrow was raised by that statement and not a single question was raised, including by the media.  To my knowledge, the federal government has never provided “wage insurance” yet Obama's ominous statement went unnoticed and unquestioned by the media.  

Clinton and Sanders have both called for “wage equality.”
