The PA continues to glorify terror, celebrates Martyrs, calls for Hamas and Fatah unity in the "struggle against Israel," and insists that armed resistance is legitimate.
Last week, the United Nations Security Council adopted Resolution 2803, which referred to the possibility that the Palestinian Authority could take control of Gaza once it "has satisfactorily completed its reform program, as outlined in various proposals, including…the Saudi-French proposal."
French President Emmanuel Macron justified drafting that proposal largely on the basis of a letter written to him in June 2025 by PA Chairman Mahmoud Abbas. Macron had posted Abbas' letter on X and framed it as a brave message reflecting change in the Palestinian Authority.
Macron wrote:
"President of the Palestinian Authority, Mahmoud Abbas, charts a course toward a horizon of peace. A condemnation of terrorism, the release of hostages, the demilitarization of Hamas, an end to the war in Gaza, reforms, elections — a just and lasting peace for all in the region. He reaffirms the Palestinian people's commitment to the two-state solution. Two peoples, two states. Security and peace. Concrete and unprecedented commitments that demonstrate a genuine willingness to move forward."

At best, Macron is grossly mistaken in his perception of Abbas and the Palestinian Authority, and he has been successfully deceived. At worst, he wishes to recognize a Palestinian state at all costs, knowing that he is the subject of lies.
Mahmoud Abbas did not say anything new in that letter that he has not said to foreigners for many years. His supposed condemnation of terrorism is meaningless because Abbas and the PA to this very day have never stopped glorifying terrorists. Abbas just recently sent two personal emissaries to Egypt to welcome, embrace, and honor the worst Palestinian terrorists released from prison in exchange for Israeli hostages. These included terrorists sentenced to multiple life sentences for murder, whom Israel insisted on expelling.
Palestinian National Council Chairman Rawhi Fattouh posted on Facebook on October 14, 2025, after he sent Abbas' blessings to the murderers he met in Cairo:
"At the reception for the released prisoners and their families in Cairo yesterday, I conveyed to them the blessings of [PA] President [Mahmoud] Abbas…"
Raed Abu Al-Humus of thePLO Commission of Prisoners' Affairs went even further in his post on Facebook on October 15, 2025:
"Blessed are you! O brave heroes, I convey to you the blessings of His Honor [PA] President [Mahmoud Abbas] and the blessings of the Fatah leadership. We are a symbol of the national unity."
Since Abbas continues to embrace mass murderers, his letter to President Macron, which Macron believed included a condemnation of terrorism, was a lie.
Furthermore, the wording itself of Abbas' letter, which purports to condemn Hamas' October 7 atrocities, does not represent a genuine condemnation at all. He wrote: "What Hamas did on October 7th of killing and taking civilians hostage is unacceptable and condemnable and Hamas has to immediately release all hostages and captives."
If Abbas really condemned October 7, it would not have taken two years of intense international pressure to convince him to issue this mild statement. When other terror attacks had been committed in Europe, Abbas condemned them at length immediately, making front-page headlines throughout the PA's official media. As policy, PA TV, WAFA—the PA's official news agency, and Fatah's channels document every condolence call, meeting, handshake, and hospital visit of Mahmoud Abbas extensively.
If Abbas wanted Palestinians to know of even the slightest condemnation of Hamas, all the PA's media would have broadcast it around the clock. Instead, it was totally hidden by Abbas from the Palestinians. The "letter to Macron" existed only in foreign media – in English and French reporting – and only for Western consumption. For Palestinians, it never happened and is thus a perfect indicator of total insincerity and worthlessness.
Why did Abbas hide it? Because even the mild so-called "condemnation" contradicted Abbas' true support for October 7. Just days before this letter, Abbas lauded all that happened on October 7 during the attack, before saying that it had a negative outcome overall because of "the damages and heavy losses that the Gaza Strip, its residents, and the Palestinian cause have suffered":
"On Oct. 7, 2023, Hamas launched a sudden attack on the Israeli towns adjacent to the eastern border of the Gaza Strip and on several Israeli army posts and bases. In this attack, it killed 1,200 Israelis, abducted 250 others, and took them as hostages. This attack shook the foundations of the Israeli entity and exposed the [false] claims that Israel disseminated for decades, according to which it has an invincible army. This is because this attack was a glaring failure of this entity's (i.e., Israel's) components, especially the army and the various security forces, which on the one hand failed to discover what Hamas was planning, and on the other hand failed to block the attack, prevent heavy losses on the Israeli side, and prevent the abduction of hostages.
Israel launched an all-out counterattack on the Gaza Strip in response to Hamas' attack, which has so far led to the reoccupation of the Gaza Strip and its near total destruction...
As important as the goals that Hamas attempted to achieve through this attack may have been, they are not comparable to the damages and heavy losses that the Gaza Strip, its residents, and the Palestinian cause have suffered..."

Abbas' only problem with October 7 was that Israel's response harmed Palestinians. This is consistent with his longstanding dual messaging, as he tells Western governments that he opposes terror, yet he and his top officials tell Palestinian audiences that "resistance" is legitimate and armed struggle is a right.
If Abbas truly opposed Hamas and October 7, he would show it, but he has done the opposite. The PA continues to glorify terror, celebrates Martyrs, calls for Hamas and Fatah unity in the "struggle against Israel," and insists that armed resistance is legitimate.
