Vice President Kamala Harris and President Pro Temp Patty Murray, D-Wash., both reportedly declined to preside.
Senate Foreign Relations Chairman Sen. Ben Cardin, D-Md., will reportedly preside over Israel Prime Minister Benjamin Netanyahu’s joint address to Congress on Wednesday.
Democratic Vice President Kamala Harris, who presides over the Democrat-controlled upper chamber, reportedly declined because she is traveling.
Harris, who is now seeking the Democratic presidential nomination, is expected to have a private meeting with Netanyahu while he is in Washington.
President Pro Temp Sen. Patty Murray, D-Wash, also passed on presiding over the address, but a reason has not yet been given.
