The Trump administration spurred on the negotiations with a 28-point plan, but officials said Sunday the two sides have created their own new framework.

Secretary of State Marco Rubio declared Sunday that significant progress has been made in negotiations to end the Russian war against Ukraine, saying remaining issues “are not insurmountable.

“There are a couple of issues we need to continue to work on. But the report today is that today was worthwhile,” Rubio told reporters after a long day of negotiations. “It is probably the most productive day we’ve had on this issue, maybe in the entirety of our engagement. But certainly in a very long time.”

The Trump administration spurred on the negotiations with a 28-point plan, but officials said Sunday the two sides have created their own new framework.

President Donald Trump set a deadline of Thanksgiving to wrap up negotiations, and Rubio signaled that deadline was possible.

“I can tell you that the items that remain are not insurmountable, we just need more time than what we have today,” he added.

The White House gave a similarly optimistic assessment.

“Both sides agreed the consultations were highly productive. The discussions showed meaningful progress toward aligning positions and identifying clear next steps,” it said. “They reaffirmed that any future agreement must fully uphold Ukraine’s sovereignty and deliver a sustainable and just peace. As a result of the discussions, the parties drafted an updated and refined peace framework."
